PRICE Systems, L.L.C. is a global software licensing and professional services business that provides cost analysis solutions.   PRICE (Parametric Review of Information for Costing and Evaluation) offers parametric estimating software, consulting and training services, and cost research.  PRICE cost estimating software can be used for hardware and software cost estimating, life cycle analysis, and risk analysis.

The PRICE cost estimating software assesses the impact of product, organizational, and operational variables.   The parametric methodology, coupled with the supplied database, creates a view of the critical factors driving program decisions.

The SEER™ suite of software, produced and licensed by Galorath, Inc., are analytical tools that allow managers and cost analysts to identify, evaluate, and manage cost, labor mix, schedule, and risks associated with projects.  SEER™ can be used for hardware and software cost estimating, life cycle analysis, and risk analysis.

Galorath's SEER™ cost estimating software assesses the impact of product, organizational, and operational variables.   The parametric methodology, coupled with the supplied database, creates a view of the critical factors driving program decisions.

The NASA/Air Force Cost Model (NAFCOM), produced and maintained by SAIC for NASA and USAF, is a parametric cost estimating tool that uses historical space data to predict the development and production costs (not operational costs) of new space programs.  Subsystems and components include earth orbital spacecraft, manned spacecraft, launch vehicles, upper stages, liquid rocket engines, scientific instruments, and planetary spacecraft.   A historical repository, the Resource Data Storage and Retrieval (REDSTAR) Library, is maintained. A non-disclosure agreement must be signed and returned before obtaining access to or using NAFCOM or REDSTAR.

Training

Two sessions of an introductory cost estimating course were provided to KSC personnel in February, 2002.  Coordinated by the SMO, Human Resources, and USDA, that training was provided by Acquisition Logistics Engineering (ALE).

Please consult the Systems Management Office for recommendations for an introductory course or if there is a particular aspect of cost estimating for which your organization is searching for training.

Training Vendors:
ALE
Acquisition Logistics Engineering (ALE) - ALE provides tailored courses for cost estimating, life cycle cost analysis, and related disciplines. ALE's methodologies can be used during the conceptual stages of a project in order to maximize the benefit of the analysis over the entire life cycle.

DAU
Defense Acquisition University (DAU) - DAU provides introductory, intermediate, and advanced level courses for cost estimating, cost analysis, and cost control.  Details for each of the courses are available at the DAU web site under " DAU Catalog".

SCEA
Society of Cost Estimating and Analysis (SCEA) - Through its Professional Development Program, SCEA offers a complete collection of educational and training material on cost estimating, cost analysis, and related disciplines available.   Standard courses as well as specially tailored training classes are also available through SCEA and/or directors and staff.  See Professional Development at for available training and materials.
